The dam itself is flat and paved, but the Balcony of Bovilla viewpoint sits up a gravel trail with a final run of metal stairs. Wheelchairs and strollers stop at the dam.
It rained in the last day or two
The unpaved final stretch turns slick and rutted after rain or snow, and taxis often refuse it outright. Wait for a dry window, or book a guided ride in a vehicle built for the climb.
You have less than half a day in Tirana
